The 4th National Standards Council (NSC) Meeting was held at office ( 21), Ministry of Education,  Nay Pyi Taw on 21 August 2017. The Meeting was attended by Chairman of NSC  & the Union Minister  of Ministry of Education ,Member of NSC &  Deputy Ministers of  Ministry of Commerce, Ministry of Education, Ministry of Construction, Permanent Secretary of Ministry of Electricity and Energy, Deputy Permanent Secretaries of Ministry of Transport and Communication, representatives from Myanmar Computer Federation,  Myanmar Engineering Society, Myanmar Engineering  Council, Secretary of NSC & Director General of Department of Research and Innovation  and  totally (13) members and officials from National Standards and Quality Department were participated.

During the meeting, Members have discussed about the implementing procedures and requirements which were carried out from 3rd  National Standards Council Meeting, discussing the reformation of National Standards Council, discussing the current status of rewriting of Standards Law and speedy up the implementing future Plans, approving (50) Myanmar Standards, discussing  the implementation of National Quality Policy(NQP).  newly formation of Standardization Technical Committee for Textiles and Garments, discussing  the signing MOU with Singapore Accreditation Council (SAC).

The 33rd Meeting of the ASEAN Consultative Committee on Standards and Quality (ACCSQ) Working Group 2 on Conformity Assessment was held at M Gallery Hotel, Naypyitaw, Myanmar on 13-15 September 2017. The Meeting was attended by delegates from Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam and representatives from the ASEAN Secretariat. Myanmar is indeed honored to play host the second time for this meeting. Myanmar hosted 24th ACCSQ WG2 meeting in 2013. In this meeting, ASEAN members discussed the implementation of Conformity Assessment strategies and relevant technical infrastructure to support ASEAN Economic Community (AEC), including the identification and the establishment plan for harmonization of standards on conformity assessments.

The 27th Meeting of the ASEAN Consultative Committee on Standards and Quality (ACCSQ) Working Group 3 on Legal Metrology and its Related Meetings was held at  Novotel Hotel, Yangon , Myanmar on 12-14 July 2017. The Meeting was attended by delegates from Brunei Darussalam, Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Singapore, Thailand, Vietnam and representatives from the ASEAN Secretariat.

Myanmar is indeed honored to play host the second time for this meeting. The First time we hosted was some 6 years ago, back in 2011.

In this meeting, relevant decisions concerning the ASEAN Working Group3 with related to Legal Metrology.WG3 has made good progress to date, through the development of various initiatives. They are harmonnisation of verification procedures (Non-Automatic Weighing instrument -NAWI) and Standard form for NAWI guidelines, harmonization of Requirements for Pre-packaged Products and development of ASEAN Guidelines on Type Approval Control.

DRI has signed Memorandum of Understanding – MoU with Singapore Accreditation Council (SAC) to perform joint assessment for internationally recognize conformity assessment services at 6th Joint Ministerial Working Committee on 8 th June, 2017 in Singapore.

According to the implementation of this MoU, Department of Research and Innovation (DRI) and Singapore Accreditation Council (SAC) organized meeting on sharing session of Accreditation for Conformity Assessment Bodies in Myanmar on the morning session of 11st September 2017 and discussed in detailed for the implementation process in future.

Stakeholder workshop on Metrology Strategic Plan (2016-2021) was held for the second time on June 15, 2017 in Department of Research and Innovation (DRI), Myanmar.It was organized by Department of Research and Innovation (DRI) of the Ministry of Education with the support of PTB, the National Metrology Institute of Germany.

Opening speeches were delivered by U Win Khaing Moe, Director General of DRI  and  presentations on metrology strategic plan and implementation  were made by international experts from PTB and officers from National Standards and Quality Department(NSQD). The workshop was attended by delegates from Government, Industries, Laboratories and experts from PTB, USAID, GIZ. They asked questions and proposed their needs for Calibration measurement and services.

Metrology is economically important because it increases the productivity of organizations, it supports innovation, it reduces transaction costs and it also benefits a broad group of consumers.

This Metrology strategic plan (2016-2021) has been drafting since June 2015 by supervision and guiding of Mr. Keith Jones (PTB Expert) supported by PTB.  After drafting the Metrology strategic plan, Stakeholder workshop was held for the first time in DRI on July, 2016. According to the comments of stakeholder, there are filled and updated them in Strategic Plan.

The objective of the national metrology strategy is to achieve a strong national metrology infrastructure. National Metrology Strategy will provide more understanding of metrology, create more awareness and to establish a national metrology infrastructure that is the best suitableway to the accurate measurement needs of all stakeholders. It will provide common goals for the private and public sectors working towards establishing a system that is harmony with international metrology standards and best practices to achieve reliable, accurate measurements in the country.
